What’s In the Bill
A couple of weeks ago, a bill was introduced at the North Carolina General
Assembly that has gained national attention. This bill, H1232, would propose a
constitutional amendment that would allow voters to decide if the Constitution should
include a statement that says that life begins at fertilization, and anyone who has an
abortion would be guilty of murder. It also states that deadly force could be used in
sentencing someone for the “willful destruction of another person.”

Where We Stand
This bill is incredibly troubling. NCCASA opposes any legislation that limits
reproductive freedom for women, and shares in the outrage and concern that North
Carolinians have voiced over this bill. We understand that seeing this legislation can be
jarring for survivors and agencies.
